One of the most well-known and hyped-up eye shadow primers on the market is the Urban Decay Primer Potion. It comes in a couple of different shades, but I have the original version which I can pair with matte or shimmer shadows. The very slight tint eradicates any redness and blurs veins or imperfections leaving you a blank canvas to apply make-up to. I tried a tester-sized version of this in the past (with the original Naked palette), and since using up the last drop I haven't found any primers that get the job done like this.
I have generally oily skin, and my eyelids are no exception - shadows are prone to creasing quickly and I much prefer to keep everything in place with a primer. It regularly surprises me how well this primer does it's job - shadows which would usually crease in two hours stay put all day long with the addition of this little beauty. The packaging is perfect - gives you total control over how much product is used and is much more hygienic than a doe-foot applicator.
When using this you need the smallest amount because it goes a very very long way - I can see this bottle lasting me a long time, bringing the cost per wear down to virtually nothing.
